Mandates the Bridge Authority itself to install climb deterrent fencing on all bridges under its jurisdiction as part of construction contracts

Takes effect three years after becoming law and applies to construction contracts entered into on or after that date

Authorizes immediate rulemaking to prepare for implementation before the effective date
