Directs the Department of Health to conduct a study on opening three new veterans nursing homes in New York State

Study must identify the best locations for the three facilities, staffing requirements based on projected bed demand, and associated costs

Department of Health must submit the study within one year to the Governor, legislative leaders, and members of the Senate Veterans, Homeland Security and Military Affairs Committee and Assembly Veterans Services Committee

Authorizes the Department of Health to request and receive relevant information from any state agency, with confidentiality requirements maintained

Act expires and is repealed one year after taking effect
