Replaces the current seven-year professional training requirement (combining academic study and work experience) for certified interior designers with education and experience requirements set by a commissioner-approved national certifying organization for interior design professionals

Eliminates the state-administered examination on fire, safety, and building codes, replacing it with verification of passing an examination from an approved national certifying organization and proof of good standing as a certificate holder

Exempts architects licensed under Article 147 of the Education Law from the educational requirements for interior designer certification

Maintains existing requirements including minimum age of 21, good moral character determination, and fee structure ($300 for initial license with examinations, $135 for initial license without department examination, $210 for triennial registration)

Takes effect January 1 following enactment, with immediate authorization for regulatory changes needed for implementation
