Eliminates the $10 one-time service charge for distinctive license plates issued to veterans under multiple sections of the Vehicle and Traffic Law (sections 404-h, 404-j, 404-k, 404-v, and 404-w)

Veterans would only pay the regular registration fee for distinctive plates, with no additional service charge

For special number plates issued to members of veterans organizations, the $10 service charge would be waived for applicants who have been members of the veterans organization for five or more years

Removes a provision that allocated $5,000 from service charge funds to offset the Department of Motor Vehicles' costs for producing certain veteran license plates

Takes effect 60 days after becoming law
