Defines "rendering criminal assistance" as intentionally suppressing, concealing, altering, or destroying physical evidence to prevent discovery or apprehension of an alleged offender in exchange for monetary or non-monetary compensation

Declares all contracts or agreements to render criminal assistance void and contrary to public policy, whether written, oral, express, or implied

Grants crime victims a private right of action to sue individuals or private entities that entered into such contracts to conceal crimes committed against them

Establishes a 5-year statute of limitations beginning from when the victim discovers or reasonably should have discovered the concealment

Preserves all existing federal and state legal rights and remedies without limitation
