Extends the deadline for the governor to issue a proclamation for a special election from 10 days to 15 days after a vacancy occurs

Allows special elections for congressional and other non-legislative vacancies to be scheduled on the general election date if the vacancy occurs in the same calendar year as that general election

Permits special elections for state senate or assembly vacancies to be consolidated with a general election if that date falls between 40 and 100 days from when the proclamation must be issued

Clarifies that consolidation with a general election is optional, not mandatory

Applies to any vacancy for which a proclamation has not yet been issued as of the effective date
