Authorizes the Department of Health to approve overdose prevention center programs operated by community-based organizations, syringe exchange programs, hospitals, health centers, and similar medical entities

Requires approved programs to provide hygienic consumption spaces, sterile injection supplies, trained staff, overdose monitoring, naloxone access, and referrals to substance use disorder treatment and social services

Mandates the Department of Health to approve or deny applications within 45 days and provide written explanations of decisions

Grants legal immunity from criminal prosecution, civil penalties, asset seizure, and professional disciplinary action to program participants, staff, administrators, volunteers, and property owners involved in approved programs

Requires annual reporting to the department on participant numbers, needles distributed, overdoses experienced and intervened, and referrals made to other services
