Adds a new definition of "indoor area" to public health law as any space with a full or partial roof covering where wall surfaces exceed 75% of total notional wall area and allow free air flow without mechanical ventilation

Authorizes the Commissioner of Health to lower the wall area percentage threshold to as low as 50% if deemed necessary to protect public health

Requires the Commissioner to promulgate rules defining "notional wall area," "mechanical ventilation," and related building specifications for determining indoor area classification

Repeals Section 1399-x of the public health law (existing provisions related to this subject)

Takes effect immediately upon passage
