Requires courts to order post-termination visitation and/or contact between a child and their biological parent after parental rights termination when all parties (parent, child, foster parent/agency) agree to terms

Allows courts to order post-termination contact over a party's objection after a hearing determining that consent is being unreasonably withheld and that contact is in the child's best interest

Prohibits post-termination contact orders in cases where a court found the parent severely or repeatedly abused the child, unless that parent was not the perpetrator of the abuse

Requires consent from children over 14 years of age for any post-termination visitation/contact arrangement

Permits modification of post-termination contact orders upon showing of substantial change in circumstances, and specifies that failure to comply with such orders does not invalidate adoption or custody orders

Takes effect 180 days after becoming law
