Creates a new class B misdemeanor (class A for subsequent offenses) for intentionally operating a drone that hovers or remains over school grounds or critical infrastructure at or below 250 feet above ground level

Defines critical infrastructure to include electrical power systems, petroleum refineries, chemical manufacturing facilities, oil/gas pipelines, petroleum storage facilities, and water/wastewater treatment facilities that are fenced or posted with no-entry signs

Exempts federal and state government operations, law enforcement agencies, contractors working for government entities, and persons with prior written consent from the school administrator or infrastructure operator

Permits drones to traverse over protected areas without penalty if flying at least 250 feet above ground and continuously moving (not hovering)

Takes effect on the first of November following enactment
