Creates the New York State Criminal Justice Commission on Reentry as a temporary body to study statutes, regulations, and programs involving reintegration of incarcerated individuals released from state and local correctional facilities

Commission consists of 18 members: 10 appointed by legislative leaders (representing community-based providers, criminal justice advocates, and academics) and 8 ex-officio members from state agencies including corrections, criminal justice services, housing, labor, education, and parole

Grants the commission powers to conduct studies, hold public hearings, and request data from any court or state agency, with all powers of a legislative committee

Appropriates $250,000 from the general fund for the commission's services and expenses

Requires the commission to report findings and legislative recommendations to the governor and legislature by December 31 of the year following enactment, at which point the act expires and is repealed
