Empowers the New York City Council to require the New York City Housing Authority (NYCHA) to produce reports on any aspect of its operations or the condition of its housing projects, including Section 8 voucher developments where NYCHA has ownership

Requires the City Council to review NYCHA activities on a regular and continuous basis, including service goals, performance, and management efficiency

Mandates that NYCHA be assigned to a standing committee of the City Council, which must hold at least one hearing annually on NYCHA's activities

Requires copies of any mandated reports to be provided to the commissioner and classifies them as agency documents subject to public disclosure under the Freedom of Information Law

Takes effect 30 days after becoming law
