Establishes an Office of the State Medical Indemnity Fund Ombudsperson to receive and resolve complaints from qualified plaintiffs regarding the fund's actions, inactions, or decisions affecting their health, safety, welfare, or rights

Requires the Commissioner to appoint a full-time ombudsperson with expertise in neurological injuries and advocacy, who may appoint deputies to assist with duties

Ombudsperson responsibilities include investigating complaints, helping plaintiffs navigate fund regulations and procedures, informing them of their rights, and monitoring implementation of fund laws

Creates a Medical Indemnity Fund Advisory Panel with at least 10 members including the Commissioner (as chair), qualified plaintiffs or representatives, physicians, medical suppliers, and advocates, meeting biannually to discuss fund operations

Requires annual reports to the Commissioner, Assembly Speaker, and Senate Temporary President detailing office activities, complaint data, resolution processes, and recommendations for legislative or regulatory improvements

Takes effect 90 days after becoming law, with first advisory panel meeting within 180 days of the effective date
