Adds "government procurement" to the list of areas where the Division of Human Rights has jurisdiction to eliminate and prevent discrimination

Makes it an unlawful discriminatory practice for any state agency, bureau, or political subdivision to deny government contracting or procurement opportunities based on race, creed, color, national origin, sexual orientation, military status, sex, age, disability, marital status, or familial status

Protections extend to discrimination based on characteristics of a person's business associates, partners, members, stockholders, directors, officers, managers, superintendents, agents, employees, suppliers, or customers

Preserves the ability of state and local governments to establish policies increasing participation by groups traditionally underrepresented in government contracting

Takes effect immediately upon passage
