Establishes the "New York Veteran Digital Navigator Program" requiring the state commissioner of veterans' services to award grants to eligible entities promoting digital citizenship among veterans

Eligible entities include civil society organizations (nonprofits, community groups, labor organizations, charitable organizations) and congressionally chartered veterans' service organizations

Grant funds must be used to develop cybersecurity best practices and digital literacy competencies, including critical thinking, information fluency, technology operations, and understanding of foreign adversary influence campaigns

Grant recipients must submit effectiveness reports to the commissioner within one year of receiving funds; commissioner must then report to the legislature within 90 days of receiving all reports

Commissioner must maintain and share a list of grant recipients and participating individuals to promote communication and exchange of digital citizenship practices

Takes effect 180 days after becoming law
