Requires state agencies to conduct a cost comparison review before entering consultant contracts exceeding $1 million annually to determine if state employees could perform the work at equal or lower cost

Defines "consultant services" broadly to include analysis, research, data processing, IT systems, engineering, health services, accounting, and similar services, but excludes legal services, litigation support, and public works construction

Mandates development of a business plan submitted to the State Comptroller if the cost comparison shows at least 10% savings; Comptroller must respond within 60-90 days

Requires agencies to notify and consult with affected bargaining units if a proposed contract would result in layoff, transfer, or reassignment of 50 or more state employees, and provide employees an opportunity to submit competing bids

Exempts contracts from cost comparison requirements in specific circumstances including conflict of interest avoidance, highly specialized services, urgent needs, or short-term engagements

Requires the State Comptroller to submit a report by December 31, 2027 analyzing the effectiveness and cost savings of the cost comparison review program
