Requires the NYS Department of Labor to waive repayment of pandemic unemployment benefits (January 27, 2020 - September 6, 2021) for claimants who were "without fault" and where repayment would be contrary to equity and good conscience

Establishes blanket waivers for specific categories including educational workers, those with immigration status issues, claimants who received materials in inaccessible languages, interstate claim errors, and cases involving department error

Creates a presumption that claimants are eligible for waivers absent clear and convincing evidence to the contrary, and defines "contrary to equity and good conscience" to include financial hardship, receipt of public benefits, or being at or below 400% of federal poverty guidelines

Mandates the department review all existing overpayments within 120 days, refund any collected amounts within 30 days of waiver approval, and provide translated notices in the ten most commonly spoken languages in New York

Extends the repayment period to up to 10 years for denied waivers, limits offsets to 3 years, prohibits collection activity before final determinations, and requires quarterly public reporting on waiver statistics by race, gender, ethnicity, and language
