Creates a 9-member Temporary State Commission on Custodial Sexual Misconduct to study the prevalence of sexual misconduct between incarcerated individuals and facility employees in state correctional facilities and Office of Children and Family Services facilities

Commission membership includes 3 gubernatorial appointees (commissioners of corrections, OCFS, and state commission of correction), 4 legislative appointees with expertise in sexual abuse treatment or criminal justice, and 2 minority party appointees

Directs the commission to recommend additional legislation or regulations to reduce sexual misconduct and develop a notification system for prompt reporting of incidents to appropriate authorities

Grants the commission powers of a legislative committee, including authority to hold public and private hearings, employ staff, and request data from any state or local government entity

Commission members serve without compensation but receive reimbursement for expenses; commission must submit findings and recommendations to the governor and legislative leaders by December 31 of the year following enactment, at which point the act automatically repeals
