Requires property owners to provide purchasers with a certificate of occupancy before executing a deed of sale, with the certificate issued within 30 days of the ownership transfer date

Exempts transfers to relatives, court-ordered transfers (foreclosures, divorce proceedings, bankruptcy), municipal transfers, and executor/administrator transfers from estates

Exempts beneficiaries of estates who transfer property within 60 days of acquiring title, deeds in lieu of foreclosure, tax deeds, and property without dwellings

Any agreement by a purchaser waiving or modifying these rights is void as contrary to public policy

Takes effect 120 days after becoming law
