Requires candidates for public office or party positions to be residents and registered voters in the district they seek to represent at the time of filing designating petitions, independent nominating petitions, party caucuses, or accepting nominations

Renders petitions or certificates void if candidates fail to meet residency and voter registration requirements at the specified times

Exempts candidates for U.S. Representative, State Assembly, State Senate, and Supreme Court Justice from these residency requirements

Allows counties, cities, towns, and villages to impose more stringent residency requirements than the state minimum

Provides that county committee candidates need only be residents and registered voters in the Assembly district containing the election district they seek to represent
