Requires election commissioners on county boards of elections outside New York City to be full-time employees of their respective boards

Maintains the standard structure of two commissioners per board, with each major political party eligible to recommend an equal number of commissioners

Preserves the option for counties with populations over 120,000 to increase the number of commissioners to four through local law

Takes effect immediately upon passage
