Prohibits retail businesses from directing employees to work as "human billboards" (holding signs or wearing advertising clothing outside stores) when outdoor temperatures reach 90°F or above

Defines "retail business" as any entity primarily engaged in selling consumer goods such as appliances, clothing, electronics, groceries, and household items at stores within New York State

Adds a new section 218-c to the New York Labor Law establishing these temperature-based restrictions on outdoor advertising work

Takes effect immediately upon passage
