Provides grants up to $7,500 for veterans to purchase and train service dogs from organizations specializing in PTSD and traumatic brain injury, or up to $5,000 from professional trainers or owner-trainers

Provides grants up to $500 for the purchase and training of emotional support dogs for eligible veterans

Establishes ongoing monthly payments of at least $50 for service dog upkeep and at least $35 for emotional support dog upkeep for as long as the veteran has the dog

Requires eligible veterans to have a diagnosis of PTSD or traumatic brain injury from a licensed physician or mental health professional, certification that they would benefit from a service/support dog, and annual income of $50,000 or less

Takes effect 180 days after becoming law, with immediate authorization for regulatory implementation
