Requires the Commissioner of Mental Health and the Commissioner of Addiction Services and Supports to jointly develop a dual licensing program for treatment facilities

Allows facilities to hold licenses from both the Office of Mental Health (OMH) and the Office of Addiction Services and Supports (OASAS) simultaneously

Takes effect 90 days after becoming law, with immediate authority to develop necessary rules and regulations before the effective date

Amends Mental Hygiene Law sections 7.09 and 19.09 to add the dual licensing provisions to both agencies' statutory authority
