Requires the Commissioner of Education to establish a statewide uniform dress code for all public high schools in New York

Dress code specifications must include length, color, cut, style, and condition of required clothing, as well as required logos and designs

Commissioner must determine when and where the dress code applies and establish disciplinary procedures for non-compliance

Public high schools that fail to implement and enforce the uniform dress code will be ineligible to receive state school funding apportionments

Takes effect July 1 following enactment, with rulemaking authority granted immediately to allow preparation before the effective date
