Expands the New York State Cancer Services Program to require free screening and diagnostic services for breast, cervical, colon, prostate, testicular, and ovarian cancers for eligible individuals

Mandates creation of informational pamphlets covering early detection, treatment options, program contact information, and phone numbers to report medical misconduct for the six cancer types

Requires pamphlets to be available in English and the six most common non-English languages spoken by individuals with limited English proficiency in New York, based on census data

Expands the existing ovarian cancer information program to cover all six cancer types, changing "may" to "shall" for program elements including educational materials, public service announcements, and toll-free hotlines

Appropriates $26,800,000 from the general fund to the New York State Cancer Services Program to implement these provisions, effective 90 days after becoming law
