Prohibits the sale of hazardous inhalants (including amyl nitrite, butyl nitrite, isobutyl nitrite, pentyl nitrite, and other alkyl nitrite compounds designed for inhalation) to anyone under age 21

Requires sellers to verify proof of legal age before selling hazardous inhalants, though ID is not required for individuals who reasonably appear to be at least 30 years old

Exempts medical and dental anesthesia or inhalants from the age restriction, as well as industrial-use glue products with approved deterrent additives

Establishes civil penalties of up to $250 for a first violation and up to $500 for second and subsequent violations

Takes effect 90 days after becoming law
