Proposes a constitutional amendment creating an electoral college system for electing New York's governor, lieutenant-governor, comptroller, and attorney general

Assigns each of New York's 62 counties one base electoral vote plus one additional electoral vote for every 50,000 legal residents in that county

Requires candidates to win a majority of electoral votes rather than just the highest number of popular votes to be elected

County representatives would cast electoral votes on the first Friday in December in Albany based on which candidate won the most votes in their county

If no candidate achieves an electoral vote majority, up to ten runoff elections would be held; after ten elections without a majority, the candidate with the most votes wins
