Requires every school district in New York to maintain a school library in each elementary and secondary school and employ a certified school library media specialist within three years of the law taking effect

Establishes staffing requirements based on enrollment: 0.15 FTE for schools with up to 100 pupils, 0.3 FTE for 101-300 pupils, 0.5 FTE for 301-500 pupils, and 1.0 FTE for over 500 pupils

Mandates two full-time certified school library media specialists for schools with over 2,000 pupils, plus one additional specialist for each additional 1,000 students

Requires schools with at least 1,000 pupils to employ a full-time library clerk, with an additional clerk for each additional 1,000 students

Allows the commissioner to grant waivers for up to one year if a district is in a designated shortage area and has made an actual job offer, limited to two consecutive years and no more than two waivers within five years
