Establishes a community stakeholder committee led by the commissioners of mental health, developmental disabilities, children and family services, and education to examine evidence-based screening methods and interventions for children in kindergarten through grade 5 with developmental disabilities, mental health, or behavioral conditions

Requires at least 10 committee members including specialists in diagnosis and evaluation, educators working with affected populations, a parent of a student with such conditions, and an individual who has been identified with a developmental disability or mental health/behavioral condition

Mandates the committee conduct at least 2 public hearings to gather input from social workers, mental health practitioners, behavior analysts, teachers, school administrators, and parents

Committee must submit a report with findings and recommendations to the governor and legislative leaders within 18 months of the effective date

Takes effect January 1, 2026 and automatically repeals on August 1, 2027
