Directs the Commissioner of Health to establish a blood clot and pulmonary embolism policy workgroup composed of healthcare providers, patients who have experienced blood clots, family members of those who died from blood clots, advocates, and other interested parties

Governor, Senate Temporary President, and Assembly Speaker each appoint two members to the workgroup; the Commissioner appoints the chair; members serve without compensation but may receive expense reimbursement

Workgroup must study and recommend policies on blood clot incidence, data collection, standards of care, emerging treatments, and a risk surveillance system to help identify high-risk patients

Policy recommendations must address patient awareness, detection in healthcare facilities (hospitals, nursing homes, assisted living, ambulatory surgical centers), and written notice requirements for patients at increased risk

Written report with recommendations due to the Commissioner and legislative leaders within one year of the effective date; the act expires two years and ninety days after becoming law
