Defines "exempt fire agency" as any fire department of a city, municipality, village, town, or other governmental subdivision providing fire, emergency, or safety-sensitive services

Authorizes exempt fire agencies to conduct preemployment drug testing, random drug tests, and testing for cause to detect cannabis use among volunteer firefighters and EMS employees

Requires exempt employees who are prescribed medical cannabis to immediately report their prescription to the fire agency for a fitness-for-duty evaluation by the agency's medical director

Justifies the exemption based on safety-sensitive duties including driving fire apparatus, operating in dangerous atmospheres, rescue activities, and delivering emergency medical care
