Summary page must include total number of cases, average and total costs, average case duration, types of charges, and breakdown of case resolutions

Reports due by March 1st each year, submitted to the comptroller, Assembly Ways and Means Committee, Senate Finance Committee, and state legislators representing affected cities

Reports must be made publicly available on city websites, and the Assembly Ways and Means and Senate Finance committees must hold annual public hearings to review findings and issue recommendations
