Changes CPR instruction in senior high schools from optional ("may be offered") to mandatory ("shall be offered") as part of the health education curriculum

Requires instructors teaching CPR to hold valid certification from an agency that certifies both CPR performance and instruction

Mandates that CPR instruction standards meet or exceed American Heart Association or American Red Cross program requirements

Requires school authorities to provide facilities, time, space, learning aids, and curriculum materials for CPR instruction (previously only required if schools chose to offer the course)

Takes effect July 1 following enactment, with immediate authorization for regulatory changes needed for implementation
