Account creation mandates users provide full name, physical address, date of birth, email or phone number, plus at least two forms of government-issued identification (Social Security number, driver's license, passport, taxpayer ID, or other approved ID)

Governmental entities must validate that all user-provided account information is accurate before activation

Access to accounts requires multi-factor authentication using username plus two additional verification methods (password, security questions, biometrics, authorization codes, or other approved methods)

Takes effect one year after becoming law, with immediate authority for agencies to develop implementing rules and regulations
