Permits physical restraint only when a student poses imminent danger of serious physical injury, less restrictive interventions would be ineffective, and the restraint is administered by personnel trained in a state-approved crisis intervention program

Requires schools to notify parents within 2 hours verbally or electronically after a physical restraint incident, followed by written notification within 24 hours and a mandatory meeting within 5 school days to discuss the incident and prevention strategies

Establishes a grant program for school districts to implement policies prohibiting unlawful restraint, improve data collection, and support schoolwide positive behavioral interventions, mental health supports, and trauma-informed care

Creates a private right of action allowing students or parents to sue programs in federal or state court for violations, seeking declaratory judgment, injunctive relief, compensatory damages, and attorney fees
