Designates the Nassau-Suffolk Transportation Coordinating Committee as the metropolitan planning organization (MPO) for Nassau and Suffolk counties, withdrawing it from the New York Metropolitan Transportation Council (NYMTC)

Establishes voting membership consisting of the Nassau County Executive, Suffolk County Executive, MTA Chair, NYS DOT Commissioner, and Long Island Regional Planning Council Chair, with federal agencies serving as non-voting advisory members

Requires the committee to develop transportation plans, annual transportation improvement programs, and unified planning work programs to maintain federal transportation funding eligibility under 23 CFR 450 and 49 CFR 613

Creates a Program, Finance and Administration Committee to oversee day-to-day MPO operations, monitor budget compliance, and authorize transportation improvement program changes between annual meetings

Mandates coordination with adjacent MPOs in New York, New Jersey, and Connecticut within six months, with pass-through funds distributed to each county based on 2020 population starting July 1, 2026
