Allows boards of education in union free and central school districts to establish school election wards (3-9 wards for union free districts, 5, 7, or 9 for central districts) through resolution and mandatory voter referendum

Requires boards to conduct an assessment of historic disenfranchisement or discrimination based on race, gender, ethnicity, religion, socio-economic status, or sexual orientation before establishing wards, and hold at least three public hearings

Mandates that ward boundaries be contiguous, contain approximately equal populations, conform to school attendance zones and geographic boundaries, and retain communities of interest

Requires ward boundaries to be reviewed and potentially redrawn after each federal decennial census, with voter approval needed for any changes

Establishes trustee terms of 3, 4, or 5 years at the board's discretion, with initial terms staggered to ensure roughly equal numbers of trustees elected each year, and allows boards to abolish the ward system through the same referendum process
