Requires annexation petitions to be referred to county planning agencies or regional planning councils when the annexation would potentially require county approval to provide water or sewer service in the annexed area

Mandates that governing boards of municipalities affected by such annexations comply with all county planning referral requirements before making a final determination on the petition

Applies immediately to any annexation petition where affected governing boards have not yet made a final determination under section 711 of the general municipal law

Amends the general municipal law sections 239-m and 711 to add annexation petitions involving county water/sewer approvals to the list of actions requiring county planning review
