Expands the circumstances under which alternate members can serve on town zoning boards of appeals and planning boards beyond just conflicts of interest to include "any other reason the town board deems necessary"

Requires any expanded use of alternate members to be authorized pursuant to local law, rule, regulation, or ordinance adopted by the town board

Allows the chairperson of either board to designate an alternate member to substitute for a regular member under these expanded circumstances

Maintains existing requirements that alternate members possess all powers and responsibilities of regular members when designated to serve

Preserves all existing provisions regarding training, continuing education, attendance, compensation, eligibility, and removal for alternate members
