Expands mandatory membership in county-wide shared services panels to include school districts, boards of cooperative educational services, fire districts, fire protection districts, public library districts, and special improvement districts, rather than allowing the county CEO to invite these entities at their discretion

Adds a definition of "library district" to mean any public library established under article five of the education law

Requires the county CEO to consult with collective bargaining unit representatives from all newly included entities (school districts, BOCES, fire districts, library districts, special improvement districts) when developing shared services plans

Establishes the Municipal Efficiency Fund in the custody of the state comptroller and Department of Taxation and Finance to provide matching funds to counties whose shared services panels approve plans resulting in documented savings

Allows counties to apply to the Secretary of State for matching funds, which upon approval are certified to the comptroller for payment from the Municipal Efficiency Fund
