Authorizes New York City to establish residential parking permit systems through local law or ordinance in specific Manhattan neighborhoods including Washington Heights, Harlem, Morningside Heights, Upper West Side, East Harlem, and Upper East Side

Permits are not required on streets zoned for commercial or retail use or in metered parking spaces, and vehicles registered under section 404-a (typically vehicles for people with disabilities) are exempt

NYC may conduct a study on program effectiveness examining traffic flow, parking availability near the central business district, equity and household income considerations, and environmental impacts

Local ordinances must specify the necessity for the parking system, times and days permits are required, and fee schedules, with a mandatory public hearing before adoption

Act expires December 1, 2032, at which point any local laws enacted under this authority will also terminate
