Amends Section 755 of the Correction Law to change how enforcement proceedings are brought against employers who violate provisions related to hiring individuals with criminal records

Removes the distinction between public agencies (previously enforced through Article 78 proceedings) and private employers, creating a unified enforcement mechanism

Grants enforcement authority to the Division of Human Rights and the New York City Commission on Human Rights for all covered employers

Preserves the right of individuals to pursue any legal remedy available under Article 15 of the Executive Law or other applicable law

Takes effect 90 days after becoming law
