Standardizes valid reasons for absentee ballots across school district elections to include: absence from county of residence, illness or physical disability, caregiving duties for ill or disabled individuals, hospitalization (including VA hospitals), or detention/confinement for non-felony offenses

Replaces outdated terminology, changing "inmate" to "resident" when referring to veterans' administration hospital patients

Removes previous requirements that applicants describe their occupation, business duties, or vacation details when requesting absentee ballots due to absence from the county

Eliminates the provision allowing family members (spouse, parent, or child) to vote absentee solely by reason of accompanying a qualified absentee voter
