Expands New York's Tuition Assistance Program (TAP) eligibility to include students classified as homeless under federal student financial aid programs (Title IV of the Higher Education Act) or the federal McKinney-Vento Homeless Assistance Act

Requires the Higher Education Services Corporation president to establish uniform rules and regulations for verifying a student's homeless status for all state financial aid awards and loans

Clarifies that students qualifying as homeless under federal programs shall not be considered "emancipated" for purposes of determining TAP award amounts, ensuring they receive appropriate financial consideration

Takes effect on July 1st following enactment, with authorization for regulatory changes to be made immediately to prepare for implementation
