Prohibits hospitals, health systems, and health care providers from billing patients for facility fees not covered by the patient's health insurance carrier

Eliminates the previous exception that allowed facility fees to be charged if patients received advance written notice at least seven days before service

Removes requirements for providers to notify patients about facility fee changes when entering business relationships with hospitals or health systems

Known as the "Lower Hospital Bills Act"

Takes effect immediately upon enactment
