Authorizes the Department of Health to establish an indoor air quality inspection, measurement, and evaluation program for schools and pre-kindergarten facilities within one year of the bill's effective date

Permits schools with 1,000 or more students to install vaping detectors in bathrooms and common areas, as well as fixed indoor air quality monitors in classrooms that continuously measure particulate matter, volatile organic compounds, temperature, humidity, and carbon dioxide

Defines hazardous substances to include lead, radon, asbestos, formaldehyde, and volatile organic compounds, with the department authorized to inspect schools upon complaint or its own initiative

Requires the Department of Health to consult with the Department of Environmental Conservation to distribute best practices guidance and develop regulations for indoor air quality monitoring in schools

Establishes additional building aid for school districts to cover approved expenditures for purchasing vaping detectors and indoor air quality monitors, calculated as the district's building aid ratio plus 10% (not to exceed 100% of costs)
