Allows remaining Excelsior Scholarship funds to be applied toward non-tuition costs of attendance (such as room and board) after tuition is covered

Removes the provision that made students ineligible for Excelsior awards if they received other grants or scholarships covering their full cost of attendance

Maintains the maximum award amount of $5,500 or actual tuition, whichever is less, with combined benefits not to exceed $5,500

Requires Excelsior awards to be applied to tuition only after TAP, tuition credits, federal Pell grants, and other aid covering attendance costs are applied first

Takes effect 60 days after becoming law, with immediate authorization for regulatory changes needed for implementation
