Requires the Commissioner of Corrections to establish a third-party secure vendor mail program with no more than 10 approved vendors for delivering all packages and articles to incarcerated individuals in correctional facilities

All packages and articles must be sent through an approved third-party secure vendor under the new program

Exempts letters, cards, and other items shipped via United States Postal Service first-class mail from the third-party vendor requirement

Directs the commissioner to promulgate rules and regulations necessary to implement the program

Takes effect immediately upon passage
