Mandates coverage for children's home and community based services under policies providing inpatient hospital care benefits

Amends three sections of the insurance law (sections 3216, 3221, and 4303) to apply the new coverage requirements across different types of insurance policies and contracts

Takes effect January 1, 2026, applying to policies and contracts issued, renewed, amended, modified, or altered on or after that date

Contains contingency provisions tying the effective date to earlier 2023 legislation (Chapter 57 of the laws of 2023) if those provisions have not yet taken effect
